Add a "developer" option to data model validation script

Following discuss here, it has been decided to add a "developer" option to validation script, that allows fetchers developers to be warned about all potential issues in generated data (ie: duplicated series names). This option is not activated by default so in production environment, those warnings are not raising errors and doesn't pollute dashboard with false-positives errors (as in #475 (closed), and many others).
