Improve dashboard reliability

Problems

• errors in the logs of CI jobs that do not appear on the dashboard
• situations like we had recently, cf #894 (closed)
• jobs stuck #733 (closed)

Tasks

• allow fetcher to emit an error status (cf #898 (closed) )
• use that status in the dashboard
