Fetcher deploy script overwrites manually configured schedules

When deploying a new fetcher to production, by adding it to fetchers.yml, the script runs actually for all fetchers.

During this run, it overwrites the schedules that may have been configured manually on any of those fetchers. The schedule time is reset to 1 PM.

Tasks

• avoid overwriting the schedule if it exists, but create it otherwise
• restore schedule time of citymapper to 10 7 * * *
