BEA fetcher generates too many commits

BEA fetcher generates daily commits for datasets of much lower frequency. Exemple: GDPbyIndustry-25. This is annual data, but there has been commits of dataset.json on 2/9, 1/9, 31/8, 30/8 ..... It seems to be simply the order of the series that changes. Note that there is also change in orders in bea-source-data. When using a provider's API, we need to be alert to the fact that the information sent is not necessarily in constant order.
